Staff & organization

Authority flows from the members.

In most organizations the chart points down from the top. Ours starts with the whole membership: every enrolled member sits on the General Council, the Tribe’s supreme governing body. Everything below on this page answers to them.

How decisions are made

Three levels of governance

From the full membership, through the elected council, to the office that carries decisions out day to day. Each level is drawn narrower than the one above it — from everyone, to a council, to one office.

  1. Level 1 · The whole membership

    General Council — Tribal Members

Every enrolled member of the Potter Valley Tribe. The supreme governing body under our Constitution.

  2. Level 2 · Elected by the members

    Tribal Council

The elected governing council, accountable to the General Council for every program and enterprise.

  3. Level 3 · Executive office

    Tribal Chairman

Leads the daily administration of the Tribe and directs the work of all seven departments.

Level 4 · The departments
